In an effort to bolster energy cooperation and trade relations, U.S. Secretary of State Marco Rubio is set to engage with India’s Reliance Industries to expand its processing of Venezuelan crude oil. During his visit to Mumbai, Rubio expressed intentions to explore opportunities with Reliance, which operates one of the world’s largest refining complexes, the Jamnagar refining complex in Gujarat. This facility has previously handled Venezuelan crude, known for its heavy oil grades.
Reliance’s Jamnagar refineries boast a combined processing capacity of approximately 1.4 million barrels per day. While the company imports Venezuelan oil, it currently does not have oil production operations in Venezuela. Rubio’s discussions aim to address potential obstacles and explore avenues for Reliance to increase its involvement in Venezuela’s oil sector, potentially including production activities.
Rubio’s visit to India coincides with ongoing efforts by Washington and New Delhi to finalize a trade agreement. This move follows a U.S. administrative decision to waive potential tariffs linked to India’s purchases of Russian crude oil, a gesture that may facilitate progress in trade negotiations. However, this decision has drawn criticism from some U.S. lawmakers advocating for stronger economic measures against Russia due to its actions in Ukraine.
During his India visit, Rubio is scheduled to meet with senior government officials, including External Affairs Minister S. Jaishankar, and business leaders, such as Reliance Industries chairman Mukesh Ambani. These meetings underscore the importance of strengthening commercial ties and exploring new energy cooperation opportunities between the two nations.
India, which imports over 85% of its crude oil needs, is keen on diversifying its energy sources to support its burgeoning economy. By expanding its purchases of Venezuelan crude, Indian refiners could gain additional supply options. Additionally, potential investments by Reliance in Venezuelan production could further solidify bilateral energy cooperation, reflecting Washington’s strategic interest in engaging international partners in Venezuela’s energy sector.
