President Vladimir Putin delivered a clear ultimatum to the United States on Monday: match Russia’s voluntary nuclear restraint for one year, or risk being responsible for a new arms race. Putin announced that Moscow would adhere to the expired New START treaty’s limits, but only if Washington follows suit.
The Russian leader presented the move as a necessity in a “turbulent” world, aimed at maintaining predictability. “To avoid provoking a further strategic arms race…we believe it is justified to try to maintain the status quo,” Putin stated, confirming Russia would stick to the 1,550 deployed warhead cap.
The ultimatum was unmistakable. Putin explicitly stated that the viability of Russia’s policy depends on the U.S. acting “in a similar manner.” He warned against any American actions that would “undermine or disrupt the existing balance of deterrence,” placing the burden of de-escalation on the U.S.
Alongside the ultimatum, Putin offered a potential reward. He suggested that if the U.S. complies, it could significantly contribute to creating an atmosphere for renewed “substantive strategic dialogue,” linking nuclear restraint directly to the prospect of improved diplomatic relations.
This one-year policy creates a high-stakes standoff. Russia has made its move, and its next one will be determined by its “analysis of the situation” in twelve months’ time. The U.S. response will determine whether this leads to a period of stability or a rapid escalation.
