President Donald Trump has unveiled a conditional war plan that is entirely economic, promising major U.S. action against Russia but only after its NATO allies take the first, difficult steps. The White House’s new stance is one of “you first,” placing the burden of escalation squarely on Europe.
As detailed in a post on his Truth Social site, the President is “ready” to impose severe sanctions on Russia. However, the trigger for this action is a complete halt to Russian oil purchases by every single NATO member nation. Until that happens, the U.S. will hold its fire on new major economic penalties.
The plan also includes a novel role for the alliance: acting as a trade enforcer against China. Trump suggested NATO should collectively impose staggering tariffs of 50% to 100% on Chinese goods to punish Beijing for its economic dealings with Moscow, a move that would dramatically reshape global trade dynamics.
This “after you” approach marks a shift in U.S. foreign policy. Instead of leading from the front on sanctions, Trump is using the promise of American power as leverage to force a more unified and aggressive stance from his allies, making their actions the prerequisite for his own.
